You know people. You know people who know people. You know people who know things. When you start making calls and asking around, you can dig up an awful lot of information. Most of your contacts are not exactly your buds: they don't help you out of friendship or the kindness of their hearts, but because you have something to offer them in exchange (even if it's the opportunity to keep all their teeth). A few, though, are friends, and when you need something in their area of expertise, you can rely on them to help you out. Each of these major contacts should be judgenoted and approved by staff.
There are those others, though — the ones you only know passingly, but can talk, bribe, or coerce into helping you out. They don't need to be judgenoted. To successfully get in touch with a minor contact, roll your Contacts stat at difficulty 7. For each success, you can find one of your minor contacts... but you do still have to convince each of them to help.
