Allies are humans who tend to give you support and aid — family, friends, members of fraternal, sororal, or otherwise interpersonally loyal organizations, etc. They don't need to be coaxed or coerced; they aid you willingly, but they may not always be available or able to help. They have their own lives and problems, and there's only so much they can do for a friend. Still, they may have useful backgrounds as well as abilities, and be able to give you some access to their contacts, influence, and other resources. Much as you may ask assistance of them, they may also ask assistance of you at times; this might be used in plots.

Most allies will probably be people in Albuquerque or the surrounding area, with influence or power over local affairs. This can be of almost any kind, as long as the Wizards allow: you might know cops, someone in the morgue, city council people, reporters, maybe even the mayor, depending on how many dots you buy. Most allies won't know about any supernatural abilities or traits you might have, or even that supernatural things exist, but they're generally trustworthy. You may have allies outside the area, but obviously they'll likely be less tuned in to local people and events.
